General Merritt, Dec. 9/97", accompanied by letter datelined "Dec 9" 1897" with blue "Post Office Department, Office of the Third Assistant Postmaster General, Washington D.C." imprint reading, "My Dear Mr Hoover, I omitted inadvertently to you before leaving Lockport one of the few Postal Cards per my promise. I therefore herewith hand you proof of same. Of course you understand this must not be sent through the mail via correspondence as the cards are not yet issued, Very Respectfully, John A.
