Cover to Berne with "Union Postale Universelle / Commission Preparatoire / du Congres" printed in the upper corner, and circular dated cachet "COMMISSION PREPARATOIRE DU CONGRES DE L'U.P.U / PARIS" (Nov 19), and red "Commission Preparatoire / du Congres de l'U.P.U / PARIS 19 NOV 25" 1.50f meter mark. Also "L'Union Postale" magazine for October 1928 which includes a list of delegates on the preparatory committee meeting in Paris, to examine proposals to be presented to the 1929 U.P.U Congress in London. 1929 Covers and cards (14) and pieces (2) bearing PUC stamps including May 10th First Day Covers (6) bearing a single 1/2d, 1d, 11/2d (2 covers), 21/2d (Postal Union Congress c.d.s, sent to Switzerland, probably from a Congress delegate), or 1/2d + 11/2d + 21/2d (registered, King St. Aberdeen datestamps); other Postal Union Congress datestamps on postcards franked 1/2d, 1d or 11/2d (3 cards) or on pieces bearing the four 1/2d - 21/2d values (2 pieces), three of these postcards to Czechoslovakia and another to Switzerland, probably all from Congress delegates; and commercial covers franked 21/2d to Holland (O.H.M.S cover with War Office cachet) or to Switzerland. Also a cover with the four 1/2d - 21/2d values each tied by a forged 10 MY Postal Union Congress London c.d.s. (16).

1925 Wembley Exhibition Post Office Exhibit picture postcard with "P.O EXHIBIT GOVT PAVILION / WEMBLEY" c.d.s, reposted in 1929 from the U.P.U Congress to Stockholm with PUC 1d + 21/2d each tied by "POSTAL UNION CONGRESS / LONDON" c.d.s (June 26), carried on the first night flight from Amsterdam with special flight c.d.s, very unusual.
