1858 (Dec. 25) New Orleans La. to Cromford, Rhenish Prussia. Blue printed circular bearing 1¢ blue, type IIIa (22) horizontal pair, pos. 11-12L4, rich color, tied by light New Orleans cds, carried by Havre Line Fulton from New York Jan. 8th to Southampton but could not continue, sent on another vessel to Havre, ultramarine Havre (1.22) entry octagon datestamp, red "Aus Frankreich, Per Aachen" (1.24) transit backstamp and blue ms. "1 ¾" sgr due rating (France 1¼ sgr, Thurn & Taxis ½ sgr); pair affected from edge placement and some perf toning, a Very Fine use.
Scott $1,050 as used pair; Estimate $200 - 300.

Since the 1857 US-France Convention had no provision for printed matter, postage due was based upon conventions between the European states. US Postage was 2¢ per circular.

1860 (Aug. 4) New Orleans La. to Bremen. Blue folded printed circular bearing 1¢ blue (24) vertical pair with wide left margin capturing "Toppan, Carpenter & Co. BANK NOTE" imprint, positions 31/41L8, tied by "New Orleans La. Aug 4, 1860" cds, New York red "PAID ALL" straightline handstamp, carried as endorsed by NGL Line Bremen from New York Aug. 4th to Bremerhaven arriving Aug. 19th, Extremely Fine, imprint multiples from Plate 8 are extremely scarce and very rare on cover, ex-Zoellner.

A CHOICE 1¢ 1857 ISSUE PLATE 8 IMPRINT CAPTURE PRINTED MATTER USE TO BREMEN.

Printed matter sent under the 1847 agreement could not be prepaid until April 1854, when the agreement was modified to permit newspapers carried by the Bremen steamers to be sent anywhere in the GAPU for 3¢. Newspapers (including circulars) sent directly to Bremen were only 2¢. New York marked such printed matter PAID ALL in red or black.

Buff wrapper bearing 3¢ dull red (26) vertical pair tied by blue circle grid cancels, New York red "Paid All" straightline also ties pair, carried by Glasgow & N.Y. Steamship Co. New York from New York Feb. 13th to Glasgow arriving Feb. 26th, partial strike of red Aachen (2.28) framed transit at right, reverse with Stuttgart (3.2.1858) transit and Mar. 3rd arrival cds, Very Fine and rare use at the 6¢ Prussian Closed Mail printed matter rate.

ONE OF ONLY THREE RECORDED 6¢ PRUSSIAN CLOSED MAIL WRAPPERS TO GERMANY.

Printed matter sent via Prussian Closed mail is rare. The rate was 6¢ for up to 2 oz., which was two or three-times the rates by other routes. The Glasgow & N.Y. Steamship was a substitute for the Collins Line, which had ceased operations in February.

Blue printed circular outer sheet bearing 1¢ blue (24) horizontal pair, tied by partial "New Orleans" cds, New York large red "Paid All" straightline, carried by Hapag Line Hammonia from New York Nov. 1st to Hamburg arriving Nov. 16th, Hamburg (11.16) backstamp and small black "Franco" straightline handstamp, Dusseldorf (11.17) backstamp, Very Fine and attractive, ex-Winter.
Estimate; $300 - 400.

Prepaid normal printed matter rate for most circulars overseas. New York elected to place it in the mails carried to Hamburg under the Hamburg Convention, even though the newspaper rate beyond Hamburg was 3¢, allowing the 1¢ underpayment. Hamburg struck the small FRANCO based on New York's PAID ALL handstamp. Steamship determined by best fit of sailings and the Hamburg arrival date shown on reverse.

1870 (May 26) Detroit, Mich. to Göttingen, Hanover, Prussia. Wrapper bearing 3¢ ultramarine (114) nat. s.e. at right, tied by split cork cancel duplexed with "Detroit Mich. May 26" cds at the printed matter rate, New York black "PAID ALL" straightline, carried by NGL Line Main from New York May 28th to Bremenhaven arriving Jun. 8th, reverse with red crayon "10/6 7" rating and partial Göettingen (6.10) arrival cds, Very Fine.

AN EXCEPTIONALLY RARE 3¢ 1869 ISSUE TRANSATLANTIC PRINTED MATTER USE TO PRUSSIA.

Unlike the case with letter postage, rates for printed matter became higher and more complex under the US-NGU Convention. Base rates for newspapers up to 4 oz. were 3o by direct mail and 4¢ by closed mail. Circulars were considered "book-packets" up to 4 oz. and were charged 6¢ by direct mail and 8¢ by closed. That lasted until late 1870, when a special "book-packet" up to 1 oz. rate was introduced for circulars and charged 2¢ for direct mail and 3¢ for closed.
