1869 (Nov. 3) Jacksonville, Florida to Könisberg, East Prussia. Blue circle of wedges duplexed with "Jacksonville Fla., Nov 3" cds on 3¢ pink (U58) entire, rare strike of New York "Insufficient, 2¾ Sgr." circular handstamp, carried by Hapag Line Cimbria from New York Nov. 9th to Hamburg arriving Nov. 21st, Hamburg (11.21) arrival backstamp and blue crayon "4¾" sgr due rating, Nov. 22nd arrival backstamp, Very Fine and scarce insufficiently prepaid use.
Estimate; $300 - 400.

The entire was treated as totally unpaid with New York marking 2¾ sgr due. Hamburg added 2 sgr fine for a total of "4¾" sgr due.

As with the predecessor conventions, prepayment was optional but strong encouraged. The 1867 Convention required the recipient pay deficient postage plus a fine of 2 sgr. The 1870 Additional Convention eliminated the fine, but as a penalty doubled the rate for each ½ oz.
