British Solomon Islands: Early Mail: 1903 O.H.B.M.S. envelope to the Postmaster General in Sydney, addressed and signed by Resident Commissioner Charles Woodford in Tulagi, cancelled on arrival by fine Nov. 3 1903 c.d.s. Unlisted by Franks & Smith. Charles Morris Woodford, C.M.G. (1852-1927) became the first British Resident Commissioner in 1897, based at Gavutu and then Tulagi. Before this the only administration was through Royal Naval captains who held positions as Deputy Commissioners of the Western Pacific High Commission. Woodford remained in office until 1915, establishing the colony almost singlehandedly. Photo. (Image1)
