1936 Signed Letter to Prime Minister Joseph Lyons and His Reply: an official copy of a 3-page letter from David Dow, Official Secretary for the Commonwealth of Australia in New York, suggesting that, as the title of Official Secretary was undefined from a diplomatic point of view, it was time to upgrade the status and staff so that an exaquatur (an official recognition by a government of a consul or other representative of a foreign state, authorizing them to exercise office) could be accepted by the USA. At the time Australia was using the British Embassy for its formal diplomatic relationship with the USA.
