Rare 'postal' usage: regulations required that non-postal labels could be applied to covers but only on the reverse. It's questionable if even that was permitted for a War Savings stamp.

[The Democartic Labor Party was formed in 1955 by disaffected Victorian Catholic anti-Communists who were expelled from the Australian Labor Party. For the next 20 years the DLP often held the balance of power in the Senate. It was effectively re-merged with the ALP in 1978]
