1917 (May 22) Stampless registered O.H.M.S cover to London with boxed "MAFIA / R. No (64)" and "Officer in Charge / Mafia" cachet (signed), backstamped at Zanzibar (June 21) and London, the enclosed cyclostyled letter (similarly signed and handstamped "Officer in Charge") states "3/- in stamps received as payment for Mafia stamps returned herewith as the stamps issued are only sufficient for local requirements". Light vertical fold, otherwise fine and a rare commercial stampless cover from Mafia, sent when the Mafia overprint issues were still in use. Photo on Page 194. (Image1)
