VERY RARE 1871 POSTAGE DUE COVER - Manuscript uprating of postage due. Rouen local letter of September 1871. Further to the official rates increase of August 1871, the rate for unstamped mail was also increased from 15c to 25c. However, new postage due stamps were not made available until early September leading to some offices amending the 15c stamps with a manuscript 2.
