Blue circular handstamp frank (BVC-100) on folded letter sheet to Victoria, with 1860, 2½d pale dull rose, perf 14 uncancelled used to pay local postage; large mended cover tear, Fine, British Columbia & Victoria Express was operated by Frank Barnard in 1862 and usages are rare, similar cover with same addressee and uncanceled stamp in Welburn collection.
