1899-1900 Newspaper receipt book for the Montreal Herald, 42 pages with various stamps including a 15¢ Large Queen, $3 Jubilee pair, Small Queens, Widow Weeds, Leaf and Numeral issues. The booklet front is titled “Postage for Newspapers” and is form “rev, 29 P.M. - 200-29-7-97.” indicating only 200 were printed in 1897. The name of publication is filled in as “Herald 2/9/99”. The first example is dated Feb 2, 1899 and the last is April 18, 1900. The 100 page book has 42 pages used with stamps. The breakdown of stamps is 15¢ Large Queen (9), 20¢ Widow Weed (61), 50¢ Widow Weed (56), 3¢ Jubilee (1), $2 Jubilee (8), $3 Jubilee (5), 1/2¢ Numeral (1), 2¢ (25), 5¢(1), 6¢(3), 8¢(3), 10¢(4), 2¢ on 3¢ Leaf (1), and 2¢ Map (1). One page is for 142.5 lbs and the half pound is paid with a 1/2¢ Numeral. This is incorrect as the rate was 1¢ per pound or fraction thereof.The reverse printed notice by R.M. Coulter, DPMG explains the one cent per pound rate. The rate of 1¢ per pound was charged to publishers of newspapers sending sample copies.This booklet demonstrates the main use of the Widow Weeds and high value Jubilees. Legitimate, commercial uses of such are rare.
