China, 1911 (Oct.) official military formular lettergram from Commander Wang at Zhanyuanat Zhumadian, Henan Province, to the Minister of the Army in Wuhan, the contents relate to the Commander's excuse for not sending troops to suppress the Revolution. An important postal and historical document.

ONLY FIVE SUCH MILITARY LETTERGRAMS ARE RECORDED TO DATE, AND THESE ARE ALL FROM THE SAME MINISTRY OF THE ARMY CORRESPONDENCE.

The military lettergram represents the final attempt to reform the official mail system, with the size and format of the lettersheet being substantially reduced in order to expedite the efficiency of the I-Chan.

China, Wen Pao Chu : Red-band envelope to Peking, showing on reverse "Pei Yang Wen Pao Main Office in the Capital Forwarded Received on 8th Month, 10th Day" unframed h.s. in red (with date inserted by hand), and "Peking Wen Pao Sub-Office" unframed h.s., also in red, adjacent, very fine example of this branch of the I-Chan, which was formed in 1876 to transmit despatches from Chinese envoys overseas utilising Shanghai as its hub.

The Wen Pao Chu (Despatch Office) was formed in 1876 as a branch of the I-Chan, and its main function was to transmit to Shanghai despatches destined to go overseas to one of the various Chinese Envoys abroad. Similarly, despatches reaching Shanghai from Envoys were delivered to their destination by the Wen Pao Chu.

In later years (probably from about 1898) the duties of the Wen Pao Chu dwindled away until all the work of the I-Chan and its branches was taken over by the Chinese Post Office in July 1912. In the North Eastern Provinces of Kirin and Heilungkiang however, the Wen Pao Chu continued to operate for a further two years.
