1909 4c orange brown, h.r., reasonably well centered for this difficult stamp, reperforated at right, fresh and fine stamp, with 2000 PFC (According to Johl (Vol. 1, page 175), the only source of the 4c and 8c Bluish paper stamps was the archives of the Post Office Department. Approximately 80 of each were traded for rare stamps missing from the archives. 1909 8c olive green, small h.r., nice color and sharp impression, fine, with 1959 PFC. The June 1910 Third Assistant Postmaster General's report states that 4,000 (ten sheets) of the 8c were printed on Bluish Paper. It is believed that none of the 4c and 8c Bluish Paper stamps were distributed to post offices, and that all of the examples in collectors' hands reached the market through the Travers-Steinmetz exchange and the 1914 National Museum trades to H.
