Cds and matching "Paid 3" in circle handstamp (type IA) on 1854 folded letter to Tallahassee, Fla., enclosure a signed petition…Citizens of Duval Co., having considered the propriety of an Office for the purpose of fumigating vessels outward bound; slight cover aging, Very Fine, signed E.N. Sampson. Estimate  $150 - 200. Middleburg, located on a tributary of the St. Johns River in Duval County, was an important stop and exchange point on mail routes at the time. In 1853 and 1854, there when empidemics of scarlet fever and small pox.
