1923, 1¢ green, rotary coil waste. two horizontal pairs, perfs in, right pair partly separated and top right corner torn off, tied by "San Francisco Mar. 18, 1924" machine cancel on legal-size cover to Commissioner of Patents in Washington D.C., patent attorney's corner card, minor edge wrinkles, with 2005 P.F. certificate which mentions 2nd stamp with depression in paper from the cancel (which is normal when a cancellation is applied), 3rd stamp with tiny scrape at bottom right (which is infinitesimal)A REMARKABLE FRANKING WITH TWO PAIRS OF THE RARE ONE-CENT ROTARY PERF 11 ISSUE, SCOTT 544.
