This is second type of New York circular datestamp showing routing by closed mail via England and Belgium, this time "ENGLAND & OSTEND" spelled in full and "PAID ALL" omitted. Letter insufficiently paid 4¢ so New York marked 20 centimes short paid in blue crayon (1¢ = 5 centimes). Basel marked the VIA OSTENDE route and postage due was 40 centimes, which included a 20 centimes insufficiently paid letter fine. $0 (Image)
