1870 (Apr. 26) New York, N.Y. to Puebla, Mexico, printed circular at 3¢ rate prepaid by 1870, 3¢ green tied by circle of wedges, carried by NY & Mexican Mail S.S. Co. Winchester from New York Apr. 26 to Vera Cruz arriving May 5, "½" real due h.s., Very Fine, a scarce example of this 3¢ rate. Scott No. 147  Estimate $200 - 300. Effective March 1870 the United States Mail & Post Office Assistant reported the newspaper rate to Mexico was increased from 2¢ to 3¢. Mexico collected ½ real postage due.
