1869 (Sep. 23) Harrison, Tenn. To Berlin, Prussia, partial cds on cover bearing 1869, 3¢ ultramarine tied by target cancel prepaid for 3¢ domestic only via the US-NGU Convention. The New York exchange office elected to send this letter in the closed mails through England, and applied the blue crayon "4¾" Sgr debit rating (equivalent to 12¢), carried by NGL Line Hermann from New York Sep. 25th to Bremen arriving Oct. 10th, blue Coeln (5.10) entry backstamp and matching cursive "ungenügend/frankirt" (insufficiently franked) handstamp in blue, Berlin (5.10) arrival backstamp and manuscript "6¾" Sgr total due rating for deficient postage plus the 2 Sgr fine, Very Fine, A similar letter from the same correspondence is shown in Figure 9-29 on page 756 of Winter, Volume 2. Estimate  $400 - 600. Under the US-North German Union Convention, effective 1 January 1868, the rate for ordinary letters sent from the United States to the NGU, carried in closed mails via the UK, was established at 15¢ per 15 grams. For those letters carried directly between the U.S. and the NGU, the rate was established at 10¢ per 15 grams.
