1861 (Feb. 27) Penang, Straight Settlements to New York, N.Y., printed circular outer sheet endorsed "Printed Circular via Marseilles" with red "Penang PO, 6 Mar '61" origin cds, prepaid 4 pence with red crayon "3d" pence credit rating to G.B., red "London Paid AP 12 '61" transit, carried by Cunard Line Asia from Queenstown Apr. 14 to New York Apr. 25, F.-V.F., a scarce incoming circular from Singapore. Estimate $300 - 400. Circular prepaid 4 pence (8¢) for all transit fees by British mails via Marseille. P&O steamers "Columbian" and "Colombo" carried the circular to Galle, Ceylon and to Suez, while P&O steamer "Vectis" carried it from Alexandria to Marseille. In June 1857, the American public was told that prepayment of 8¢ was compulsory for U.S. and British transit fees of newspapers to Penang via Marseille. London considered this circular fully paid (British transit fees had been paid) and left the U.S. portion of 2¢ to be collected in New York. $0 (Image)
