Estimate  $300 - 400. Printed circular with wrapper sent under Anglo-Sardinian Treaty of 1857 (closed mail through France). The exchange office at Turin marked P.P. to show item was paid part way. G.B. received 2 Francs per kilogram of bulk printed matter from Sardinia. Circular was then exchanged with U.S. under U.S.-G.B. Treaty of 1849, each country paying own printed matter fees.
