1854 (Jul. 9) Antwerp, Belgium, to Washington, D.C., cover with "Anvers 9 Juil 1854" double circle date stamp and with matching "PD" framed handstamp and manuscript 14 decimes prepaid rating on reverse, manuscript "1/" shilling Belgian credit to G.B., London Paid (7.10) transit and red manuscript "16" cent credit to U.S., carried by Collins Line Pacific from Liverpool Jul. 12 to New York arriving Jul. 24, red "N.York 'Paid 30' Jul 24" exchange cds updated to black "N. York Am. Pkt. '5' Jul 24" exchange due cds, Very Fine. Estimate  $200 - 300. Prepayment (manuscript on reverse) included 2 decimes Belgium internal, 4 decimes British and 8 decimes transatlantic fees, of which 12 decimes or 1 shilling was owed to G.B. under Anglo-Belgium Treaty of 1849. Since transatlantic transit was by an American packet, G.B. credited 8 pence or 16¢ to the U.S. New York marked letter for 5¢ postage due, the U.S. portion of the U.S.-G.B. treaty rate which remained unpaid. $0 (Image)
