Scott No. 11A  Estimate $300 - 400. The 3¢ stamp together with 4¢ due make a 7¢ ship rate. This 7¢ represents 5¢ for an unpaid letter and 2¢ ship fee. The 3¢ stamp was recognized, but the letter was considered as unpaid when the rate was applied. Lynnhaven is near Norfolk, Va.
