Balloon cds and "Paid 15¢" manuscript rate marking on 1863 stampless cross border cover to Peterboro, Canada West with red "Chicago Ill, Paid 15" exchange cds, Peterboro Jul 28 receiving postmark (with year date) on the back, Very Fine, a late example of the 15¢ Pacific Coast cross border rate paid in cash rather than by stamps. Estimate  $150 - 200. Unlike other Pacific Coast foreign rates, the 15¢ Pacific Coast cross border rate continued to apply in the U.S. after uniform domestic postage (3¢ regardless of distance) went into effect on July 1, 1863. Uniform cross border postage (10¢ regardless of distance) was announced by the Post Office Department in an order dated February 17, 1864. $0 (Image)
