Double rate cover franked with 1862, 24¢ lilac tied by "Macon City, Mar 2" cds and cork duplex, rated at 15¢ per quarter ounce with straight line "Insufficiently Paid" handstamp, matching "Chicago, Ill, 6" integral exchange handstamp for debit to France (3¢ x2 U.S. inland), treated as unpaid with "16" decimes due handstamp; small cover corner tear at bottom left, otherwise Very Fine.
