Pkt., Feb 9" exchange cds and pencil "21" rate (5 cents U.S. inland + 16 cents sea), 13 decimes (not shown) collected in France; few minor age spots, Very Fine, a scarce second retaliatory rate period usage (January 24 to February 10, 1853).
