1859 (Jan.16) "On Public Service Only" cover to Campbell Town with imperf 2d pair SG.31 tied by First Allocation BN '46' cancels of New Town (Rated 4R). This cover was sent between 1st Jan. and 30th Sept 1859 when the Government free mail service was suspended and an "official rate" of 4d was applied. It is believed to be the only known example sent at this interim rate.  (Image)
