Confederacy, Richmond Va., Feb 11. Cds with matching "DUE 10" on cover signed by Confederate Congressman "John A. Gilmer, MC" on fresh cover to Col. Joseph Master, Winston, N.C., per a July 29, 1861, Confederate Congressional Act, Congressmen were permitted to send letters without the prepayment of postage, the postage was to be paid on delivery by the recipient, all such letters were to be endorsed with the signature of the congressman, it is doubtful this Privilege was widely used as Congressmen were probably reluctant to have their constituents pay to receive their letters, Very Fine and scarce Member of Congress due.

John Adams Gilmer (1805 -1868) was a Confederate Congressional Representative from North Carolina. He was born in Guilford County near Greensboro. He was a member of the State Senate from 1846 to 1856. ln 1856, Gilmer was the Whig candidate for Governor of North Carolina but was defeated. He was elected as the candidate of the American party to the Thirty-fifth Congress and reelected as a candidate of the Opposition Party to the 36th Congress (March 4, 1857 - March 3, 1361). During the 36th Congress, he was the Chairman of the Committee on Elections. After secession he served as a member of the Second Confederate Congress in 1864.
