(Arizona) Agency Papago Indians, Official Business. Black on green label on folio sent privately by Papago Indian agent Dr. Rueben A. Wilbur (1871-74) between Tucson and Sells, red manuscript "Retained" endorsement and "Suspensions and Clearances" docketing on side, Very Fine, one of three official private mail envelopes known, Dr. Wilbur created these special labels modeled after the Wells Fargo Express labels.
