Feb 7 1862" cds to Hon. Alexander Stephens at Richmond Va.; missing top flap as is usual for this correspondence and with docketing on back, some edge tears and overall wear, vertical file fold away from stamps, Fine and extremely rare use showing the previously prepared provisional superseded by regular postage.
