Eldridge PACS (Provisional Army Confederate States), 16th Regiment Geo Vol, Care Col (later General) Howell Cobb, Richmond, Va., postmarked partial strike of "Richmond, Va./Aug. 1861" cds and matching handstamped "PAID" with "2" in crayon paying the scarce local rate, restored damage across the bottom edge of the envelope but still very presentable, Fine appearance, a rare usage of the drop rate & this scarce imprint with signature of Samuel Preston Moore, Acting Surgeon General, Included is a lengthy bio on both Moore & Eldridge, ex-Kohn & Hambrecht.
