THE EARLIEST RECORDED USE OF A CHARLESTON C.S.A. PROVISIONAL. In August 1861, Charleston Postmaster Huger ordered stamped envelopes from Walker, Evans & Co. These envelopes, on various colors of paper, were prepared from a woodcut similar in design to an ornamental oval used on the adhesives issued a short time afterwards.
