ONE OF ONLY FOUR RECORDED RED "ONE CENT" SURCHARGE PROOF SHEETS.

At least 16 trial settings of 50 in red were made, and 8 in red and black. Black was the final color selection. Trials were not valid for postage but Bond gave copies to staff. When Robinson took over he said he would have destroyed them! E.R. Krippner obtained rare red proof settings from an official. This red proof setting was purchased at the estate sale of his daughter.

Scott Nos. 77a; $7,755 as block and singles.

A RARE NEVER HINGED BLOCK OF THE 1897 1¢ SURCHARGE ISSUE WITH ALL THREE TYPES.

Newfoundland's 1897 Cabot set was inspired by the Columbian and Diamond Jubilee issues, but only the low values sold well. 400,000 1¢ stamps were printed in June 1897, but speculation and high usage led to their shortage by September. The 1¢ was intended mostly for local letter, circulars and third-class mail. With the Cabot plates destroyed and no other 1¢ stamps available, a crisis occurred.

Pending arrival of a new issue, 400 sheets of the 1890 Queen Victoria 3¢ were split in half horizontally to be surcharged. Thus, a total of 800 sheets with a setting of 50 stamps were surcharged at the offices of the Royal Gazette in St. John's. To fit this cut sheet into the press, the top sheet margin had to be removed; the bottom margin was left intact thus saving bottom imprint.

Newfoundland, 1897, 1¢ carmine rose, "SPECIMEN" overprint with and without security holes. Eight pairs contained in bottom block of 20 with left and bottom selvage, each stamp with 2mm punch hole except first 8 positions in bottom row, o.g., stamps never hinged, some minor selvage separation hinge reinforced, Very Fine. Scott Nos. 79S.
Newf. Spec. Nos. 70c; $6,800 as eight pairs.

THE LARGE RECORDED MULTIPLE OF THE 1¢ 1897 CARMINE ROSE ISSUE CONTAINING THE ONLY RECORDED EXAMPLES WITHOUT THE SECURITY HOLES.

Three sheets of 100 (300) red Victoria specimens were produced by the A.B.N.C. in October 1897. This strip of 20 is the largest piece known and also unique as the first eight stamps in the bottom row lack the 2mm punched security holes (the only ones known). It appears the SPECIMEN was applied mechanically but the punched holes manually, thus the errors. The specimens were stored for a century in the company's archives, then auctioned off in 1990.

Colonial Secretary Robert Bond ordered withdrawal of existing stamps such as (#2, #5) in favor of the new stamps in the June 1897 Cabot issue, including #4. By September 10th, the supply of one-cent stamps was down to only 15,000, due to heavy use and speculation. The two-cent Cabot issue supply was also running low, and on September 10, 1897, Bond sent this telegraphed message to the American Bank Note Co. "Send new designs for 1¢ and 2¢. Have engraved and ship 4000 sheets each as quick as possible." 40,000 surcharged stamps were authorized (#1) until a new red one-cent value arrived on the scene in early December (#3).

The 3¢ reissue did not end the island's stamp troubles in 1918. By December, there was a serious shortage of all low values, and the new Caribou set had not arrived. A trial surcharge of 100 of the 60¢ Cabot stamp was made, for the 2¢ local rate. On fifty copies the surcharge was doubled. The overall result was deemed too murky and the surcharge order was canceled.
