Brigth color, tied by "Brooklyn N.Y., Jul 12 '98" duplex on buff cover to New York City, light strike of purple "Held for Postage" oval and "Brooklyn, N.Y. Jul 8 '98" duplex adjacent, pencil "Due 2¢" underneath 2¢ pink (279Bg) cancelled by partial strike of barred oval, additional purple "Held for Postage and forwarded on receipt of Stamp." two-line handstamp, New York (7.12) arrival backstamps, Very Fine and choice use of unaccepted bisect.

The use of bisected stamps was not authorized, but generally tolerated by postmasters. This is a scarce use showing the proper disallowed used and the "Held for Postage" handling.
