Complete sheet of 100, cons 2780, manuscript remainder canceled, various production errors including position 51 was printed unacceptably with replacement stamp cut out and glued over position so the sheet could be delivered whole to Mazatlan, position 45 with overprint error "2380" for "2780", position 19 with re-entry in the lower portion of the stamp, position 35 saw tooth at bottom of stamp is repeated below to left and right; some perf separations, F.-V.F., with 29½ sheets were sent, not more than 30 of these errors may exist if all survived.

Excess Juarez stamps were withdrawn from the postal offices to which originally sent, then overprinted in red making them "Habilitado" for the new post office to receive them ("27" the number for Mazatlan). The habilitado system reflects the short budget for stamp printing, the shortage of stamps, and the imbalance of distribution. Shows 1879 tariff basic rate of 5 centavos that was continued in the new 1 April 1880 tariff. The Newbern was an inter-costal ship that plyed the Sea of Cortez (Gulf of California) from Puerto Isabel on the Colorado River to Mazatlan and possibly as far as San Blas or Manzanillo and provided the sea connection by calling in San Francisco. The Newbern was associated with silver smuggling into the USA which had a high duty on silver. It foundered on rocks at Pt Fermin, San Pedro, California and sank in 1893 with $250,000 in cargo, mostly silver, aboard. Est. $250-350 (Image)
