Tied by grid handstamps on 1862 folded letter to the Central Committee of Relief in Seguin, Guadalupe City, matching "New Braunfels, Tex., Dec 5" cds, letter giving information regarding distribution of relief funds to aid families of newborn children and other charitable purposes; cover with stamp missing at right and natural paper wrinkle in right stamp, Very Fine appearance, accompanied by transcript and historical background, with 1998 C.S.A. certificate.

The Confederacy had nothing as organized as the Union's U.S. Sanitary Commission or other related organizations to aid soldiers, widows and war-torn families. Locally formed committees were the only Confederate organizations that provided aid to war torn families residing within the Confederacy. Correspondences such as this provide the only remaining glimpses into the operations of these organizations.

Cover addressed to Mr. Paulis Powell, a Congressman from Va. His duties included assessing claims of wartime damage to private property. The Richmond cds is a type 4c and was used only in February of 1863.
