Following the Tibetan incursion into Sikkim and refusal to comply with the British ultimatum for withdrawal in 1888, Great Britain sent a Field Force of 2,000 men under Brigadier General Graham. After retaking Sikkim in March 1888, a force was dispatched to Tibet on 9 November, where it remained until 1 December 1888. This included the addressee's unit, the Bengal Sappers and Miners, which spent this short period in Tibet at "Camp Byutan". In essence, this was the first British Post Office in Tibet.

The Chinese Army occupied Tibet in 1909. Prior to the opening of the Chinese Post Office in early 1910, the I-Chan couriers would sometimes carry private mail for a fee, even though this was forbidden. This "wine fee" practice was employed during the latter part of 1909 and early 1910.
