During the Qing Dynasty and early Republic, the nomadic Tibetan and Mongolian population in Qinghai ("Amdo" to Tibetans) had been ruled by the Sining Amban. In 1929, the new province of Qinghai was created from the large part of the former Gansu Province, and Sining became its capital.
