image 1899 "Closed Against Inspection" Cover, mailed from Upper Stewiacke NS on JAN.7.1899 at the 1c circular rate (1c stationery envelope) to Halifax and likely sealed at the time (now open and showing most of the flap gum), as evidenced by the "CLOSED AGAINST / INSPECTION" handstamp. Despite the endorsement of "No Correspondence", the 1c rate was refused and the cover was charged double the deficiency of 6c (with "6" handstamp) and franked with a pair of 3c Small Queens, tied by a Halifax oval grid (missing its H and has a manuscript H written inside). The recipient did not want to pay the deficiency and so the carrier wrote "Refused" and it also got a REFUSED handstamp. The back of the cover shows Halifax JAN.7 receivers, a Brookfield transit of JAN.7 and a Halifax Branch DLO dated JAN.19. A scarce handstamp and interesting cover, accompanied by a write-up. Ex Steinhart. (Image)
