A SCARCE AND DESIRABLE BLOCK OF EIGHT OF THE 1857 3-CENT TYPE IV USED ON A COVER TO GERMANY.

This exceedingly rare on-cover multiple of the 3¢ type IV is especially desirable because one can clearly see the identifying characteristics of the type, the interrupted framelines between stamps.

Bucks, Ohio accepted this letter as single-rate for 24¢, paid by a rare block of eight 3¢ Type IV. The New York Exchange Office found the letter required two rates (30¢). To avoid treating it as unpaid, New York sent it as "PART PAID" with the full double rate to Hamburg (20¢) and kept the extra 4¢ prepayment.

Rounding among the various currencies was imperfect. Had this letter been fully paid, the GAPU transit share would have been 10¢. It was not, so the GAPU double rate of 12 kr (only 8¢) applied.

image 1857 (c.) Belleville Ill. to Brunswick. Newspaper wrapper with two strikes of red "Paid 3", endorsed "Via Bremen or Hamburgh" at top, New York red "Paid All" straightline, probably carried by Hapag line, Very Fine and rare wrapper use, ex-Winter.

Although origin markings do not appear on this wrapper, three other wrappers are known in the same hand and to the same addressee in Brunswick, all from Belleville, Illinois. "Via Bremen or Hamburg" routing instructions would indicate contract steamship service of either the North German Lloyd Line to Bremen or HAPAG Line to Hamburg, setting the date after July 1, 1857 when the Hamburg Treaty began. New York marked the red PAID ALL because the newspaper was paid to destination. Absence of a Bremen arrival markings indicates HAPAG steamer to Hamburg.

The entire was treated as totally unpaid with New York marking 2¾ sgr due. Hamburg added 2 sgr fine for a total of "4¾" sgr due.

As with the predecessor conventions, prepayment was optional but strong encouraged. The 1867 Convention required the recipient pay deficient postage plus a fine of 2 sgr. The 1870 Additional Convention eliminated the fine, but as a penalty doubled the rate for each ½ oz.
