image 1856, 5¢ red brown. Clear large margins, rich bright color, tied by "New Orleans, La., Dec 7" cds on 1856 folded letter to Chalon sur Saone, France, red "New York, Br. Pkt., Dec 16" cds, Calais entry and bold "13" decimes due handstamp, reverse with red Liverpool transit and receiving postmarks; couple small cover tears at top, Very Fine and attractive.

This is a late example of the "French Decree" rate. On January 1, 1857 the French due rate dropped from 13 decimes to 8 decimes (the so-called "Three Months" rate, which was in effect only until April first).

AN EXCEPTIONALLY RARE 1861 ISSUE FRANKING PREPAYING THE RARE PREPAID 20¢ NORTH GERMAN UNION DIRECT MAIL RATE TO NORWAY, PERHAPS THE ONLY RECORDED PROPERLY PREPAID EXAMPLE.

The prepaid 20¢ North German Union direct mail rate per ½ ounce became effective with the US-NGU Convention on January 1, 1868. It was lowered to 16¢ only four months later on May 1st. The Chicago exchange office typically made up treaty mail from the Northwest and Chicago area, and sent it by train to the Allan Line steamers departing from Quebec (Summer) or Portland (Winter).

A SCARCE THREE-VALUE 1861 FRANKING TO NORWAY AT THE 44¢ PRUSSIAN CLOSED MAIL RATE VIA THE DETROIT EXCHANGE OFFICE.

The 44¢ per ½ ounce Prussian Closed Mail rate to Norway was effective May 1, 1863 to May 31, 1865. Minnesota was settled by a large number of Norwegians. The Detroit exchange office typically made up treaty mail from the Wisconsin area and sent it by train to the Allan Line steamers departing from Quebec (Summer) or Portland (Winter).
