image (Oregon) Port Orford, O.T., Jul 27. Balloon type cds tying 1851, 10¢ green, type II on cover to Jackson, Ill., with second strike at lower left; light cover edge wear and soiling, F.-V.F., believed to be a 1856 usage sent during the McGraw contract.

In 1856, a two year contract was won by Hiram Kimball, a Mormon. William McGraw, the loser, sought to have it annulled by his "friends" in Washington, who he convinced could expect to reap political gains for themselves and the Buchanan administration. in June 1857, Kimball's company, the "Y.X.Co.", was denied possession of the west bound mails which were housed in the Independence post office.

ONE OF THREE RECORDED EXAMPLES OF THE SALT LAKE CAL. POSTMARK USED ON THIS DATE, WHICH IS THE EARLIEST RECORDED POSTMARK DATE OF UTAH AS AN UNORGANIZED TERRITORY.

When the Salt Lake City post office was established by the U.S. Government on January 18, 1849, no expense provision or contract was made to transport the mails. It was left to the Mormons to carry the U.S. mails at their own expense. This letter was carried east by a special express headed by A. W. Babbitt, which left Salt Lake City on 27 July, 1849 for Kanesville, Iowa on the Missouri River. Although the postmaster at Salt Lake City for a while in 1849 used the term "Cal." in his manuscript postmark, the town was not attached to California for Post Office Department administrative purposes (as Fort Leavenworth and Scott were attached to Missouri).

As no transcontinental mail contracts yet existed, almost all westbound overland mail moved on wagon trains. Some was carried by Mormons via Kanesville, Iowa. At this time, Salt Lake City was within the boundaries of the California Territorial lands recently ceded by Mexico.

THE EARLIEST OF ONLY THREE RECORDED "FORT LEAVENWORTH" POSTMARK USAGES IN PRIVATE HANDS PRIOR TO THE POST OFFICE NAME CHANGE IN 1839.

Cantonment Leavenworth, which was located alongside of the Mississippi River, was established in 1827. It would become and eastern terminus for the Oregon Trail as well as the Santa Fe Trail. This was the first of the great western forts as it contained the westernmost post office.

Cantonment Leavenworth was redesignated "Fort Leavenworth" on February 8th 1832 by War Department General Order No. 11; however, the Post Office Department continued the use of the word "Cantonment" until 1839. Consequently, the postmaster was technically required to continue the use of the word "Cantonment" until the POD rule was changed. The cover here and two others in 1835 carried to Washington under the free frank of the Iowa Territorial delegate to Congress are the few exception in the time period.
