The addressee, Alexander Robert Lawton (1818-1896) was a lawyer, politician, diplomat and brigadier general in the Confederate States Army during the American Civil War. Lawton favored Georgia's secession and became colonel of the 1st Georgia Volunteers. He commanded the Savannah troops that seized Fort Pulaski, the first conflict of the war in Georgia. He was commissioned a brigadier general in the Confederate Army on April 13, 1861, and commanded the forces guarding Georgia's seacoast before being reassigned to Virginia. He led his brigade effectively during Stonewall Jackson's Shenandoah Valley Campaign, the Seven Days Battles, and the Second Battle of Bull Run (Second Manassas). His last field service was at the Battle of Antietam (Sharpsburg), where he commanded the division of the wounded Maj. Gen. Richard S. Ewell. Lawton was seriously wounded early in the morning of September 17, 1862, while defending his portion of the Army of Northern Virginia's line. Initially carried from the field to a temporary hospital, he spent months at home recuperating. In August 1863, Lawton became the Confederacy's second Quartermaster-General, which was located in Richmond Va. on the corner of Ninth and Main Street. Although he brought energy and resourcefulness to the position, he was unable to solve the problem of material shortages and poorly regulated railroads.
General Robert E. Lee's letters sent from the field were enclosed in envelopes signed "R. E. Lee, Genl". The letters and other important papers were carried by military courier, usually to Richmond. The Lenoir adhesive stamp is one of only three bicolored provisionals issued by Southern postmasters (the others were issued at Baton Rouge La. and Greenville Ala.). Matthew Campbell Gallaway (1820-1898) was the Memphis Confederate postmaster who issued adhesive stamps and press-printed envelopes until Memphis fell to Federal forces in June 1862. There are 13 covers of the Memphis 2¢ Provisional stamp listed in the Hart survey in the Crown book. The target cancellation was used infrequently on Memphis provisionals. A REMARKABLY CHOICE EXAMPLE OF THE NEW ORLEANS 2¢ BLUE PROVISIONAL USED TO PAY THE DROP-LETTER RATE, PERHAPS THE FINEST SINGLE USE ON COVER.
There are 27 covers bearing the New Orleans 2¢ Blue in the Crown census, including circular rates and drop rates. The majority of usages have stamps without four margins or faults in the stamp or cover.
During much of the American Civil War, New Orleans had been occupied and under martial law imposed by the Union. On May 12, 1866, Mayor John T. Monroe was reinstated as acting mayor, the position he held before the war. The addressee, Judge R. K. Howell was elected as chairman of the convention, with the goal of increasing participation by voters likely to vote Republican. The Republicans in Louisiana had called for the Convention, as they were angered by the legislature's enactment of the Black Codes and its refusal to give black men the vote. Democrats considered the reconvened convention to be illegal and were suspicious of Republican attempts to increase their political power in the state. The New Orleans Massacre of 1866 occurred on July 30, during a violent conflict as white Democrats, including police and firemen, attacked Republicans, most of them black, parading outside the Mechanics Institute in New Orleans. There were a total of 150 black casualties, including 44 killed. Scott $5,000 (Image)

Richard Clauselle Puryear (1801-67) served as a militia colonel and the magistrate of Surry County N.C. before being elected to the North Carolina House of Commons. He was elected to the United States House of Representatives in 1852 serving as a Whig and again in 1854 as a "Know Nothing", before serving in the Provisional Confederate Congress in 1861. ONE OF ONLY SEVEN RECORDED EXAMPLES OF THE TULLAHOMA POSTMASTER'S PROVISIONAL.
According to Dr. Thomas L. Ray's article in Nov. 1960 Confederate Philatelist, the Army of the Tennessee went into 1862-63 winter quarters in the vicinity of Tullahoma after the Battle of Murfreesboro. The soldiers quickly depleted the stamps on hand and the Tullahoma postmaster prepared provisional envelopes to help relieve the shortage.
