Apr 1 12PM 1898" cds, second strike at left, on cover to West New Brighton N.Y., manuscript "out of .2 and .1¢ G.H.P." by Postmaster at bottom right where rest of stamp would have been, Mar. 30th receiving backstamp; reduced slightly at right; with original enclosure stating "The P.M. here is out of 1's and 2's and is forced to split 4c stamps. I mail you one and if you desire more I will save some for you. It will be a most interesting and genuine provisional", opened a bit roughly at left, stamp with tiny toned spot, Very Fine, unusual and rare usage, accompanied by typed transcript of notes regarding these bisects, Very Fine, ex-Dan Curtis.

A RARE 4¢ 1895 BUREAU ISSUE BISECT, APPARENTLY DUE TO A SHORTAGE OF 1¢ OR 2¢ STAMPS AT WADLAM'S MILLS, ONE OF ONLY FOUR RECORDED.

The Whitpain collection contained a matching pair of covers used on the same day from Wadham's Mills N.Y. that realized $2,645 each in 2009. All four covers have the matching notation by the postmaster noting the 1¢ and 2¢ stamp shortage.
