A RARE 4¢ 1895 BUREAU ISSUE BISECT, APPARENTLY DUE TO A SHORTAGE OF 1¢ OR 2¢ STAMPS AT WADLAM'S MILLS, ONE OF ONLY FOUR RECORDED.
