"Welaka Fla Nov 6," cds (1861; ms date) on envelope addressed to "Lt Winston Stephens" in Pilatka, Florida, three strikes of "Paid" handstamp (CSA Handbook Type A, the listing example) and ms "5c," Very Fine; only two covers known with the "Paid" handstamp and ms "5c" combinationrnIn 1861, Winston Stephens was a lieutenant of the St. John's Rangers under Captain Hopkins. By 1862, he assumed command and the company became "Captain Stephens' Independent Cavalry." In December 1862, by special order, it became Company B, 2nd Florida Cavalry. Feb. 4," nice strike of double circle cds with inverted "4," the first day of the Confederate States, on cover addressed to "Hon Howell Cobb" in Montgomery Alabama, ms "Paid 3" at upper right, trivial edge wear, Very Fine, scarce Independent State use of the manuscript "Paid 3" on the day the Provisional Confederate Government was formed; 2003 PF certificaternOn February 4, 1861 delegates from South Carolina, Mississippi, Florida, Alabama, Georgia and Louisiana met in Montgomery, Alabama, with representatives from Texas arriving later, to form the Confederate States of America. Howell Cobb, a Georgia delegate, previously was a five-term member of the US House of Representatives and the Speaker from 1849 to 1851. He also served as the Governor of Georgia (1851-53) and as a Secretary of the Treasury under President Buchanan (1857-60). He was, however, probably best known as one of the founders of the Confederacy, having served as the President of the Provisional Congress of the Confederate States. Cobb served for two weeks between the foundation of the Confederacy and the election of Jefferson Davis as its first President. As the Speaker of the Congress, he was provisional Head of State at the time. (Image)
