Lot 194 - India 1866 QV 2a purple fiscal stamps overprinted "SERVICE/POSTAGE" in green, with intact "FOREIGN/BILL" inscription, generally good colour and very lightly cancelled; some faults/defects though the UNIQUE example of this stamp and the basis of the SG catalogue listing. Marked "Ex Burrus" on reverse. SG O16a £30,000. 2008 RPSL certificate Notes: The 1866 Provisionals were issued due to the Post Office Act XIV on 1 May 1866. This was made in an attempt to curb abuse by Government Officials in using stamps for personal use and lead to proper accounting of mail sent through Official channels. These impoverished provisionals were made by taking Foreign Bill Revenues, cutting off "Foreign" and "Bill" portions of the design and overprinting them for Official use $30,000-35,000....Suggested Bid $30,000-35,000 Sold for US$ 23,000
