Oct. 17" backstamp, French transits incl. red boxed "P.D." handstamp, magenta "15" credit, receiving backstamp, carried on the N.Y. & Havre Line's Fulton, horizontal file folds affect stamps which also have a few other flaws, appears Very Fine, unusual, the "Paid 27" was applied in Newport and followed postal regulations which required the total rate paid to be marked in red ink, this regulation seems to have been followed more frequently on stampless covers, the regulation was often ignored or the marking crossed out on covers with stamps (Image) E. 400-500
