VERY FINE. THIS IS THE ONLY RECORDED EXAMPLE OF THE $3.00 HANDSTAMPED SURCHARGE AND THE BASIS OF THE SCOTT LISTING, REA102a. AN IMPORTANT RARITY FROM THE 1917 PROVISIONAL SURCHARGE ISSUE.
The 1914 provisional handstamped surcharges were applied by the office of Roscoe Irwin, Collector of Internal Revenue for the 14th District of New York. There were two separate handstamps: the denomination (37-1/2c, 75c, $1.50 and $3.00) and a "Roscoe Irwin" signature handstamp in three different sizes (50mm, 65mm and 73mm). The stamp offered here is the only reported example of the $3.00 denomination and also of the 73mm signature handstamp. (Image)
