Cons 39-71, tied by Tampico oval handstamp (Schatzkes 1582) on 1869 folded letter sheet to Veracruz, in combination with G.B. 1865, 4d vermilion (Sc. 43) canceled by barred "C63" oval handstamp for maritime service to the port of Veracruz, with matching "Tampico, Sp 27, 1871" cds alongside; minor cover stain at bottom, Very Fine, a very rare combination as the Mexican stamp is paying double rate, only a couple examples known, signed Calves, with 2009 M.E.P.S.I. certificate.
